    update fix for php routine in 123.09beta01

    centmin.sh menu option 5 php upgrades should always take specified PHP version as highest priority even if PHP_VERSION is set in persistent config file /etc/centminmod/custom_config.inc. Fixes bug discussed at https://community.centminmod.com/threads/no-php-gd-installed.19022/#post-80928
