DNS What do you use at /etc/resolv.conf ? - Other than 8.8.8.8

After having some problems with Googles nameservers (resolvers have no udp connection (filtred/banned)) don't know how this happen and how to fix it

So i want to ask if it is using the first one and if fails then the second one and then the third or it is using all together?

Also which one offer good performance and high uptime?

I already try to use Opendns and level3 ones but i got again the same issues

Now i am using an unknown one without problems but i am getting very high ping time at 200ms compared to 5ms that the rest can offer

It is an OVH server France and my ip is not blacklisted checking on MultiRBL.valli.org - Blacklist, Whitelist and FCrDNS check tool or do you mean on Google?
How can i check if i am blacklisted there?
