Sysadmin Using a local.ini file with PHP

I have a server that is not using CentminMod but I want to replicate your a_custom.ini setup so that I can easily manage changes to the php.ini file.

On Ubuntu 16.04 with php-fpm installed, I added a file called local.ini to /etc/php/7.0/fpm/conf.d/

I added upload_max_size = 10M

I saved it. I restarted PHP, checked phpinfo and saw that local.ini was loaded. However the change did not take effect and the upload_max_size remained at 2M.

Am I missing something?

 

Even if local.ini already shows up in Additional .ini files parsed section of phpinfo?
