update Nginx 1.21.1 default & update inc/php_upgrade.inc in 123.09beta01

- default Nginx 1.21.1 with full optional HTTP/2 HPACK Encoding support already supported
- update inc/php_upgrade.inc clean up routine for old php-* download tarball and extract directories updated to account for PHP 8.x

yeah that is already supported when I added Nginx 1.20.0 initial support it included 1.21.1 already
