    update nginx compile routine for libatomic_ops error in 123.09beta01

    Workround for when Lua Nginx module enabled + GCC 8.3.1 on some servers https://community.centminmod.com/threads/nginx-upgrade-problem.19848/page-2#post-84431. Existing 123.09beta01 users, can run cmupdate command and then run centmin.sh menu option 4 to recompile Nginx if it failed previously to compile. If you experienced no failures, then this issue workaround doesn't apply to you.
