    Update routines for native devtoolset-3 repo in 123.09beta01

    Related to changes made here https://community.centminmod.com/threads/update-addons-devtoolset-3-sh-in-123-09beta01.8982/. For CentOS 6 remove slc6-scl YUM repo versions of devtoolset-3 and switch to native centos-release-scl repo ones.
