update php_patches function for EL8 compatibility in 130.00beta01

- php_patches fucntion has bash shell script code that EL8 OS's sh version 4.4.20 doesn't seem to support. EL9 OS's sh version 5.1.8 works fine though as outlined at https://community.centminmod.com/threads/almalinux-8-rockylinux-8-fresh-install-failed-to-run-centmin-sh.25219/#post-99755. So rewriting the specific php_patches function code for compatibility reasons
