    update local version maxmind GeoIP legacy database in 123.09beta01

    - GeoIP legacy database is EOL as at January 2019 so download urls for them are gone. Replace with own local download url for a copy - eventually need to look at GeoIP2 lite database as an alternative https://community.centminmod.com/threads/prep-work-for-geoip2-lite-nginx-module-support-123-09beta01.14738/
