update PHP timezonedb & libargon2 & PHP configure in 123.09beta01

- fix for PHP configure stage error check for centmin.sh menu option 5 php runs. PHP configure stage errors would previous mistakenly continue to proceed with the next make and make install stages of PHP compilation. This update fixes the issue so that PHP configure stage errors would abort and exit the PHP compilation at that stage so that the next cascading errors down the line from make and make install stages etc don't confuse users and make the php upgrade logs too verbose.
- fix up PHP libargon2 routine due to PHP 8.1 changes in how libargon2 is detected https://www.php.net/manual/en/migration81.other-changes.php#migration81.other-changes.extensions.standard
- update PHP timezonedb extension from 2020.1 to 2021.5
- update libargon2 from 20171227 to 20190702 version
