    update php-fpm compile routine for libxml on CentOS 7 in 140.00beta01

    - CentOS 7 has too old libxml version, so update optional routine to install newer libxml version for PHP 8.4. However, PHP 8.4 still not supported on CentOS 7 due to higher system OpenSSL version requirements that are not met on CentOS 7. Currently, need to be on AlmaLinux/Rocky Linux 8 or 9 for PHP 8.4 requirements. Centmin Mod 140.00beta01 or newer only versions that support PHP 8.4.
