Beta Branch update PHP download routine to not use axel in 123.09beta01

    update PHP download routine to not use axel in 123.09beta01

    - Looks like PHP.net CDN downloads of PHP versions no longer allows multi-threaded/connection downloads of their files. Centmin Mod CentOS 7 uses axel multi-connection download accelerator for faster download of files instead of using curl or wget where possible. However, recently PHP.net CDN downloads via axel are hitting a 503 service unavailable error - probably some form of rate limiting in place to prevent multiple connection downloads Beta Branch - re-enable PHP local download mirror fallback in 123.09beta01. So this update switches just the download routine for PHP files to single threaded wget.
    - To update run cmupdate command before running centmin.sh menu option 5 for PHP upgrades/recompiles
