update nginx uid/gid routines in 131.00stable

- change default nginx uid/gid from 1000 to 1068 to ensure doesn't conflict with any linux user added prior to Centmin Mod install
- add logic to detect if 1068 id is already in use and try the next incremented id available for more robust routine
