improve PHP 7.4/8.0 backported compatibilty in EL9 in 130.00beta01

- officially EL9 minimum PHP version supported is PHP 8.1 as EL9 uses OpenSSL 3.0 and PHP 7.4/8.0 do not support OpenSSL 3.0. However, Centmin Mod has backported PHP 7.4/8.0 support to EL9 OpenSSL 3.0 via patches that apply to PHP 7.4/8.0 compiles on EL9.
- on EL9 OpenSSL 3.0 systems, this commit update always ensure PHP 7.4/8.0 source directories are fresh so they always apply backported OpenSSL 3.0 compatibility patches on subsequent PHP 7.4/8.0 compile runs via centmin.sh menu option 5
- for failed centmin.sh menu option 5 runs, add the PHP patch log path to displayed diagnostic output and update path display for PHP upgrade and config logs to be date timestamped for easier referencing
