Beta Branch update Nginx OpenSSL 1.1.0 patch for final release

update Nginx OpenSSL 1.1.0 patch for final release

remove the openssl 1.1.0 pre beta tag version detection for nginx patch so than nginx versions less than 1.11.3 still apply patch. The nginx patch isn't needed for nginx 1.11.4 whenever that is public released
