    update nginx ngx_brotli routline's NGINX_BROTLIDEP_UPDATE variable in 130.00beta01

    - only make NGINX_BROTLIDEP_UPDATE='y' usable if optional NGINX_BROTLI_NEW_METHOD='y' is set first due to changes in how newer brotli 1.1.0+ has changed how it's built. NGINX_BROTLIDEP_UPDATE='n' can no longer use newer brotli 1.1.0+ in Github master branch while using older brotli <= 1.0.9 install method anymore
