update nginx ngx_brotli module in 130.00beta01

- Previously forced to revert to older brotli 1.0.9 dependency for ngx_brotli due to changes in how brotli dependency was build update fix nginx brotli module routine in 130.00beta01 · centminmod/centminmod@c2e1357. This update now supports both newer brotli 1.1.0 version method when NGINX_BROTLI_NEW_METHOD='y' set in the persistent config file /etc/centminmod/custom_config.inc prior to compiling Nginx via centmin.sh menu option 4. If not set, it will use the brotli 1.0.9 version method of installing ngx_brotli dependency
- Set to NGINX_BROTLI_NEW_METHOD=n' default for now, folks can test it when NGINX_BROTLI_NEW_METHOD='y' set in the persistent config file /etc/centminmod/custom_config.inc prior to compiling Nginx via centmin.sh menu option 4
- Also added dedicated log at /root/centminlogs/centminmod_${SCRIPT_VERSION}_${DT}_nginx_brotli.log for ngx_brotli build for easier troubleshooting where SCRIPT_VERSION is Centmin Mod version and DT is date timestamp
- Existing users run cmupdate command to update local 130.00beta01 code, before hand to get this update
