update Nginx LibreSSL routines in 130.00beta01

- disable AXEL client used for LibreSSL downloads and revert back to wget client
- update LibreSSL version from 3.5.3 to 3.8.2
- update Nginx LibreSSL routine for 1.24+ compatibility
