re-tune nginx.conf settings in 123.09beta01

- In light of faster capable server cpus and hardware, raise nginx.conf defaults more for fresh 123.09beta01 installs. Existing installs won't get these changes as to prevent centmin mod overriding your custom settings. You can however tell centmin.sh to override them from centmin mod previous defaults if you set NGINX_ALLOWOVERRIDE='y' set in persistent config file /etc/centminmod/custom_config.inc prior to running centmin.sh (then exit after running) and then do a manual nginx service restart. It will only override if it detects centmin mod's previous default values and won't override otherwise to prevent overriding your own existing customisations.
