    update PHP custom OpenSSL routine in 130.00beta01

    - For EL8 re-add support for optional PHP 7.4+ custom OpenSSL 3.X compiles when PHP_CUSTOMSSL_FORCE='y' set in the persistent config file /etc/centminmod/custom_config.inc prior to centmin.sh menu option 5 runs. Previously, this was disabled for EL8 as EL8 systems already defaulted to OpenSSL 1.1.1. which is still the recommended version on EL8 systems
    - Ensure PHP 5.6-7.3 do not use optional PHP custom OpenSSL compiles when OpenSSL 3.x detected as those versions do not support OpenSSL 3.x. PHP 7.4 and PHP 8.0 custom OpenSSL 3.x compile support is taken care of via patched support
