update AWS-LC v5.12.0 in 140.00beta01

Routine AWS-LC mainline update for optional Nginx AWS-LC builds. No new
patches are needed. v5.12.0 keeps the same ABI version, libcrypto/libssl
names and version string format, and the public ssl.h changes are
comment-only. Nginx AWS-LC patches are selected by nginx version and
apply unchanged.

Changes:
- update AWS_LC_VERSION from v5.9.0 to v5.12.0 in centmin.sh and centmin-cli.sh
