workaround for openssl 1.1.1 downloads in 130.00beta01

- openssl 1.1.1 download url was changed by openssl folks, but when you do a header check on the old download url it sometimes returns a HTTP 200 ok status instead of a 404 status so with HTTP 200 ok status, it prevents Centmin Mod's openssl fallback download routine from downloading openssl 1.1.1 from local mirrors. This update just detects if openssl 1.1.1 is being installed and uses the local fallback mirror download by default now
