update installers for EL8/EL9 in 130.00beta01

- previous for EL8/EL9 persistent config file defaulted to GCC 12 overriding centmin.sh conditional routine where EL 8.9+ and EL 9.3+ support GCC 13. This update removes the persistent config file override to allow centmin.sh to properly set GCC 13 when EL 8.9+ and EL 9.3+ OSes are detected
