Stable Branch disable NGINX_VHOSTSTATS by default in 123.08stable

    disable NGINX_VHOSTSTATS by default in 123.08stable

    - incompatibility with nginx-module-vts static build when used with nginx 1.21.0 mainline. Centmin Mod 123.09beta01 uses dynamic nginx module build for nginx-module-vts which seems to work with nginx 1.21.0. So if you require or use nginx-module-vts via NGINX_VHOSTSTATS='y', upgrade from Centmin Mod 123.08stable to 123.09beta01
