    update PHP_PGO training routines add PHP_PGO_TRAINRUNS variable in 123.09beta01

    - add PHP_PGO_TRAINRUNS variable to set number of PGO training runs when PHP_PGO='y' is set. Defaults to PHP_PGO_TRAINRUNS='80'. Previously, it was a hardcoded value of 100
