    add optional GCC 12 support for EL8.7+ & EL9.1+ OSes in 130.00beta01

    - AlmaLinux and Rocky Linux 8.7 and 9.1 and higher add GCC 12 optional toolset support so this update adds that for Centmin Mod 130.00beta01 and newer's Nginx and PHP compilation routines via 3 persistent config variables set at /etc/centminmod/custom_config.inc listed below.
