smarter centmin.sh menu option 5 PHP upgrade routine in 130.00beta01

    - centmin.sh menu option 5 PHP upgrade/recompile routine expects end user to enter full PHP version they want - including the minor version i.e. 8.0.30, 8.1.26, 8.2.13, 8.3.0 instead of like 8.0, 8.1, 8.2, 8.3. This update makes the routine smarter leveraging existing getphpver script, if end user incorrectly enters PHP version without minor version i.e. 8.0 or 8.1, getphpver will get the latest full PHP version that includes the minor version automatically. Examples below

    Current PHP Version: 8.0.30
    Latest PHP Version Installable: 8.3.0, 8.2.13, 8.1.26, 8.0.30

Enter PHP Version number you want to upgrade/downgrade to: 8.0

Enter full PHP version next time i.e. 8.0.30
Setting upgrade PHP version as 8.0.30

    or

    Current PHP Version: 8.0.30
    Latest PHP Version Installable: 8.3.0, 8.2.13, 8.1.26, 8.0.30

Enter PHP Version number you want to upgrade/downgrade to: 8.1
