Beta Branch update initial install routine in 130.00beta01

update initial install routine in 130.00beta01

- update inc/centminfinish.inc & inc/cpcheck.inc
- to ensure nginx, php-fpm and redis services are properly restarted and survice server reboots
- add post-install version check for Redis server which is now installed by default
- el8/el9 conditionally displayed messages for optional service disable routines
