When upgrading php if you answer no to zend opcache install, it still installs it https://community.centminmod.com/threads/upgrading-php-opcache-installed-even-opcache-n-on-option.10310/. This fix is to just remove zendopcache.ini settings file to unload the Zend Opcache extension module as some reason --disable-opcache configure option isn't being detected
