update nginx_brotli GCC 11/12 compatibility for EL8+ in 130.00beta01

- update optional nginx_brotli routine GCC 11 & GCC 12 compatibility for EL8+ OSes like AlmaLinux 8 or Rocky Linux 8 when specific persistent config variable is used for NGINX_BROTLIDEP_UPDATE='y' when combined with optional variables to enable nginx_brotli nginx module support (below). By default, NGINX_BROTLIDEP_UPDATE='n' is set so isn't enabled, when it enabled it updates nginx_brotli's Google Brotli version to one that matches Google Brotli upstream version instead of the one included with nginx_brotli. Right now both Brotli versions are same = 1.0.9 is there isn't any need to enable NGINX_BROTLIDEP_UPDATE='y' anyway
