    part 7 update for PHP 7.4.0 GA stable release in 123.09beta01

    PHP 7.4.0 migrated some extensions to using exclusively pkg-config so broken their compilations compared to previous PHP versions <= 7.3 https://raw.githubusercontent.com/php/php-src/PHP-7.4/UPGRADING. This update tries to fix them for PHP 7.4+ updates only
