add set_mariadb_mysqldump_charset function in 130.00beta01

- when SET_DEFAULT_MYSQLCHARSET variable is not the default Centmin Mod set value = utf8, then ensure [mysqldump] group in /etc/my.cnf file has default-character-set set appropriately i.e. if SET_DEFAULT_MYSQLCHARSET variable is set to utf8mb4 (in case of EL9 and MariaDB 10.6 defaults), then [mysqldump] group will have default-character-set=utf8mb4 set too. This function only auto runs on initial install of MariaDB 10.3+ and higher or on upgrades to MariaDB 10.3+ or higher. It will not run otherwise for existing installs
