    update inc/nginx_configure.inc workaround for LibreSSL

    When LIBRESSL_SWITCH='y' is set, allow Nginx 1.9.12+ versions compile successfully against LibreSSL which is faster than compiling against OpenSSL here as opposed to OpenSSL here
