improve OVH BHS server yum speeds

yum fastest mirror plugin selects fastest mirror based on connect time latency but not download throughput so selects a slower throughput yum mirror on OVH BHS servers as opposed to faste OVH BHS YUM mirror itself. This update fixes this by excluding Babylon Network OVH Canada mirror which downloads at 5MB/s versus OVH BHS mirror at 104MB/s https://community.centminmod.com/posts/47320/

Fix is for initial fresh 123.09beta01 installs. For existing OVH BHS Canada users, you can manually disably Babylon Network slow mirror using command
