update fix for EL8 nginx GCC routines in 130.00beta01

- speed up Nginx initial installs for initial Centmin Mod install by only installing GCC compiler needed instead of also installing other GCC versions. Previously, GCC 13, 12, 11, 10 and 9 were installed prior to Nginx compiles. Now GCC 13 used for EL 8.9+ and GCC 12 for EL 8.7 and GCC 11 for EL <8.7. EL9 already had such streamlined routine in place. This update fixes it for EL8
