update initial installs service start routine in 124.00stable

- reorder initial installation's service start order as well as account for nginx service's optional capablility to switch to systemd type
- adjust mariadb service start up settings
- if mariadb service fails to start up at initial install run, a journalctl log is saved at /root/centminlogs/centminmod_${SCRIPT_VERSION}_${DT}_mariadb-server-failed-startup.log with script version and date timestamp
