update inc/wpsetup.inc add shorter redis cache ttl include php file in 123.09beta01

As per https://community.centminmod.com/posts/36716/, auto create a 2nd php include file for wordpress redis cache at /usr/local/nginx/conf/php-rediscache-shortttl.conf to accompany existing /usr/local/nginx/conf/php-rediscache.conf so you can pick which one to use for longer or shorter redis cache ttl times of 6hrs or 3600 seconds.
