    deregister PHP upgrade version detection for = 7.0.0 which use to download github master source code. Now that PHP 7.0.0 is GA release version, use official mirror source instead http://php.net/get/php-7.0.0.tar.gz/from/a/mirror when PHP upgrade specified 7.0.0 and higher is used
