raise StartLimitBurst value in EL8 & EL9 in 130.00beta01

- raise systemd service's custom StartLimitBurst value from 2 to 15 over the set 30 second StartLimitInterval to allow manual service restart of up to 15 times in 30 seconds to account for when end user makes config changes for nginx, php-fpm and redis server
- existing EL8 & EL9 users will need to run cmupdate command and run cemtin.sh menu once and exit for changes to take effect
