    update inc/php_configure.inc raise low mem threshold for fileinfo disable routine

    Due to fileinfo memory intensive nature Install - Install Centmin Success but cant install composer | php | Centmin Mod Community Will do further revision so that it checks for free memory available not total system memory installed.
