update inc/nginx_upgrade.inc nginx tarball download & extraction checks

add checks for centmin.sh menu option 4 nginx upgrade/recompile routines to double check the validity of the nginx tarball download and the tarball extraction and prompt if the download errors or if the extraction errors. If tarball extraction errors out, remove all nginx tarballs from /svr-setup $DIR_TMP so next re-run attempt of centmin.sh menu option 4 downloads the nginx tarball properly instead of detecting the incompleted download file.
