    update inc/nginx_upgrade.inc fallback ngxver empty variable 123.09beta01

    revise the recent fallback routine outlined at https://community.centminmod.com/threads/update-inc-nginx_upgrade-inc-123-09beta01.7822/, instead fallback to latest NGINX_VERSION variable defined, if ngxver variable empty on centmin.sh menu option 4 run i.e. hit enter without typing nginx version number, then fallback to latest nginx version listed on https://nginx.org/en/download.html site
