    prep work for nginx 1.9.5 native HTTP/2 support to 123.09beta01

    Added Nginx version specific checks so that Nginx HTTP/2 patches can only be applied when Nginx version >=1.9.3 AND =1.9.3 AND =1.9.5 is detected and auto disable NGINX_SPDY=n.
