Beta Branch update downloads.inc & nginx_upgrade.inc for gitlab mirror support

    update downloads.inc & nginx_upgrade.inc for gitlab mirror support

    As outlined at https://community.centminmod.com/posts/28587/, need to account for differences between gitlab and github downloads' extracted top level directory differences. Updated inc/downloads.inc to account for ngx_pagespeed & PSOL downloads. Updated inc/nginx_upgrade.inc to check nginx modules existence of extracted tarball's top level directories as well.
