    add imagick php extension version check if less than or equal to 3.3 branch and PHP 7.x, use imagick php 7 branch github hosted code

    however, if imagick php extension version check is greater than or equal 3.4 branch and PHP 7.x, use official pecl.php.net hosted imagick php 3.4 branch tarball download
