raise open file descriptor limits on new installs

- adjust limits in /etc/security/limits.conf
- adjust worker_rlimit_nofile in /usr/local/nginx/conf/nginx.conf
- adjust in /etc/rc.local and other locations

has to be done manually as centmin mod doesn't overwrite existing system settings for these as end users may have already altered these themselves
