update EL8 OS MariaDB 10.4 fix in 131.00stable

- for EL8 operating systems like AlmaLinux 8 or Rocky Linux 8, it uses MariaDB 10.4 default which is deprecated and MariaDB archives the 10.4 repo so this update will update switch to MariaDB 10.4 archive REPO for now for 131.00stable. Centmin Mod 140.00beta01 was updated to default to MariaDB 10.6 LTS for new AlmaLinux 8 or Rocky Linux 8 installs though. Plan is for stable to update to 132.00stable and have it default to MariaDB 10.6 LTS eventually.
