update DISABLE_IPVSIX to fix centos 7.4 rpcbind start failure

    - when disabling IPv6 on centos 7.4+ the rpcbind listening socket fails to start up on systems which installed and configured rpcbind. Rpcbind isn't a default used service for Centmin Mod so depends on your web host providers centos 7.4 image template so some systems don't have it installed as Centmin Mod doesn't use it by default.
    - workaround for https://community.centminmod.com/threads/13353/ using solution outlined at https://bugzilla.redhat.com/show_bug.cgi?id=1377055#c12

Update 123.09beta01 code and run centmin.sh once to auto apply fix. You may need to manually start rpcbind.socket once if it is down at time of centmin.sh run.
    Code (Text):
    systemctl start rpcbind.socket
    systemctl status rpcbind.socket

Do you mean to run before we run centminmod this?

    or after?

We may need to revert that fix ? :(

After running the systemctl daemon-reload command and re run the Centminmod i got again the same error:

checking for YUM updates take longer than usual i think :(

    It may affect network connectivity?

added systemctl daemon-reload to 123.09beta01 update but shouldn't have any issues, i tested on centos 7.4 myself

try updating 123.09beta01 and setting DISABLE_IPVSIX='n' first and run centmin.sh, then setting DISABLE_IPVSIX='y' and re-running centmin.sh

I update Centminmod to get your latest fix:

Then i set DISABLE_IPVSIX='n' and run centmin with no issues.

When i run the second time centmin after setting:

    Now it works :)

Do you have at your code a check if rpcbind is not installed to not adjust anything?

    Thank you
