add ARM aarch64 check earlier in install routines in 130.00beta01

- Centmin Mod does not support ARM aarch64 CPUs only x86-64 right now so add the check very early into initial Centmin Mod install routines so as to not let an unsupported CPU architecture go far into a bad installation
