update PHP_CUSTOMSSL routine for el8 in 130.00beta01

- disable PHP custom openssl as el8 already defaults to desired openssl 1.1.1 for system version. This leaves el7 for CentOS 7 working with PHP_CUSTOMSSL='y' optional varaible if you need openssl 1.1.1 on CentOS 7 which has system openssl 1.0.2 and also el9 which has system openssl 3.0 and where you require openssl 1.1.1 for PHP 7.4 and 8.0 which are not compatible with el9 system openssl 3.0
