part 2 prep for Nginx AWS-LC crypto library support in 130.00beta01

- Add Centmin Mod Nginx crypto library support for AWS-LC which is a fork that combines OpenSSL and BoringSSL with HTTP/3 QUIC support created by Amazon https://github.com/aws/aws-lc. With this addition, Centmin Mod Nginx would optionally support OpenSSL 1.1.1/3.0/3.1/3.2/3.3, LibreSSL, quicTLS OpenSSL fork, BoringSSL and AWS-LC crypto libraries
- This only adds AWS-LC crypto library for Nginx to to compile against for HTTP/3 QUIC support. However, Nginx directives required for enable HTTP/3 are not automatically configured right now. This commit is to just test if Centmin Mod Nginx compiles against AWS-LC first
- Intended to support EL8 and EL9 operating systems for Nginx 1.27.0 or higher versions only so no CentOS 7 support
